First, the Tender Conditions

The project has completed all necessary approvals and filings as required. The funding source is confirmed, and all prerequisites for tendering have been fulfilled. An open tender process is now underway.

II. Project Overview and Scope of Tender

2.1 Project Name: Light Vehicle (Pickup) Security Services for Seismic Production Support in 2018;

2.2 Tender Number: 2017FWGK3945;

2.3 Estimated Investment: RMB 1.584 million (including tax);

2.4 Service Period: January 15, 2018, to December 31, 2018;

2.5 Implementation Sites: Tailai, Jidong, Qinggang, Taikang, and other locations;

2.6 Scope of Bidding: Provide pickup truck security services for seismic production activities. Based on the nature of seismic operations, pickup trucks will be stationed outside the seismic teams at 6:00 AM daily and returned by 8:00 PM. The main task involves checking and maintaining equipment. Working hours must not be less than 14 hours per day. For a detailed description of the scope of work, please refer to Chapter 4 “Technical Standards and Requirements” in the bidding document with tender number 2017FWGK3945.

2.7 This is a framework agreement tender, with a maximum of two bidders and a minimum of one. If two bidders are selected, the workload distribution will be 60% and 40%, respectively. If only one bidder is selected, they will be responsible for 100% of the workload.

III. Qualification Requirements for Bidders

3.1 This project does not accept bids from the Commonwealth;

3.2 Bidders must be legally registered entities or organizations with valid business licenses, and their business scope must include general cargo transportation;

3.3 Bidders are required to hold a “Road Management Permit” and demonstrate sufficient capabilities in terms of personnel, equipment, and financial resources. In particular, the proposed project manager must have at least three years of experience managing similar projects, while the technical supervisor must have a minimum of two years of experience in comparable roles.

IV. Acquisition of Bidding Documents

4.1 The bidding documents can be obtained from December 14, 2017, at 9:00 AM Beijing Time, until December 20, 2017, at 11:59 PM Beijing Time.
