Tender Conditions The tender project of 110kV new passenger transmission and transformation project [construction tender] has been approved by the Guangzhou Municipal Development and Reform Commission for the approval of the 110kV new passenger transmission and transformation project by the Guangzhou Municipal Development and Reform Commission. The approval was approved by the document No. [2015] 437 of Sui Fajiao, the project construction unit was Guangzhou Power Supply Bureau Co., Ltd. The construction funds were its own funds and bank loans, and the bidder was Guangzhou Power Supply Bureau Co., Ltd. The project has already met the conditions for bidding. The project is now undergoing open bidding. 2. Project Overview and Bidding Scope 2.1 Construction Site: Guangzhou, Guangdong Province 2.2 Construction Scale: ※ 110kV Xinke Substation Project: New main transformer 3×63MVA, 3 outlets of 110kV, 48kV outlets at 10kV, 10kV reactive power Compensation 3 × (2 × 6000 kvar). ※110kV new passenger power transmission and transformation project (the opposite side 220kV Julong station): In this issue, the new passenger station three 110kV power supply from the 220kV Julong station, one of which uses the existing standby 110kV GIS outlet interval at Julong station to create a new one To return to the cable line, the other two loops need to install one cable T-connector sleeve at the interval of 110kV Longfu line and Fanglian Fuliu line at Julong station to lead out two return cable lines. ※ 110kV new passenger transmission and transformation project (communication equipment project): Two optical transmission equipments are deployed in this station to access SDH transmission A and B networks in Guangzhou respectively; a set of integrated access network equipments are deployed to access the Guangzhou access network. Configure a set of access routers to access the scheduling data network; configure a set of access switches to access the integrated data network; configure a set of distribution switches; install wiring units and wiring closets; open channels for professional services; open 1 The local market is used as a backup channel for dispatch. ※ 110 kV new passenger transmission and transformation project (cable line part): The project design range from the 220kV Julong Station to 110kV new passenger station, 110kV new passenger station final cable outlet 3 times, the current line out of 3 times. ※ 110kV new passenger transmission project (communication cable project): The length of the new 36-core cable is 3.5km. (For details, see the tender documents and design drawings). 2.3 Schedule duration: 335 calendar days, planned start date: April 30, 2017, scheduled completion date: March 30, 2018. (Specific start report and completion report shall prevail). 2.4 Bidding scope: Construction, installation and commissioning works within the scope of construction drawings and all the work required for completing the project specified in the bidding documents. (For details, see the tender documents). 2.5 Benchmarking: The bidding of this project is divided into 1 bid section and 1 bid winner. Qualification requirements of bidders 3.1 Qualification of the general contracting of the power engineering construction and above, and qualifications of the professional contractor of the power transmission and transformation project above class C and above. 3.2 Licenses for the "Installation (Repair, Trial) Electric Power Facilities Permit" Class III or above permits; 3.3 Licenses for the "Installation (Repair, Trial) Electric Power Facilities Permit" for Class 3 and above; 3.4. Qualified as an independent legal person, hold a valid and valid business license for a corporate legal person, and establish a safety production license issued by the competent administrative department; 3.5 The person in charge of a project must be a registered architect for the second level and above of the mechanical and electrical engineering major, and hold a project manager's safety production assessment Certificate of conformity (Type B); (Note: According to the Notice of the Guangdong Provincial Department of Housing and Urban-Rural Development “Defining Issues Concerning the Registration and Practice of Second-tier Builders from Guangdong Province†(Guangdong Construction Letter [2011] No. 218), II The qualification certificate and registration certificate for professional architects are only valid in the administrative area where they are located and cannot be practiced across provinces.); 3.6 The government of the project and China Southern Power Grid Co., Ltd. are not subject to restricted bidding qualification; 3.7 IC has been handled in Guangzhou Card, and intended to be the person in charge of this project must be a registered person in the company (IC card); potential bidders who have not purchased the bidding documents shall not participate in the bidding; 3.8 The project does not accept bids from the Consortium. 4. Bidding Registration and Bidding Document Acquisition 4.1 Any interested bidder is invited to participate in the bid from December 30, 2016 to January 6, 2017 (except holidays), from 9:30 a.m. to 11:00 a.m., in the afternoon.
