On March 5, the first session of the 13th National People's Congress was held. Premier Li Keqiang delivered the government work report, summarizing the achievements of the past five years and outlining the key tasks for this year. 2018 marked a significant year as it was the first year to fully implement the spirit of the 19th Party Congress, the 40th anniversary of reform and opening up, and a crucial time for building a moderately prosperous society in all respects and advancing the 13th Five-Year Plan. Over the past five years, China has made remarkable progress in economic and social development, creating a new environment for the auto industry. The economy has grown significantly, with GDP rising from 54 trillion yuan to 82.7 trillion yuan, averaging an annual growth rate of 7.1%. Consumption has become a stronger driver of growth, with its contribution increasing to 58.8%, while the service sector now accounts for over 51.6% of the economy. High-tech manufacturing has grown at an average of 11.7% annually, and initiatives like "Internet Plus" have spurred the rise of big data, cloud computing, and the Internet of Things. The implementation of "Made in China 2025" is accelerating the development of intelligent and green manufacturing, while innovation is reshaping the way we live and work.
In terms of environmental protection, the government has made substantial progress in reducing pollution. PM2.5 levels in key areas have dropped by over 30%, and coal consumption has decreased by 8.1 percentage points, with clean energy use increasing by 6.3 percentage points. More than 20 million old and polluting vehicles have been removed from the roads.
The government work report emphasized the importance of developing new energy vehicles as part of the "Made in China 2025" strategy. It also called for higher quality standards and a focus on craftsmanship to improve product quality. Additionally, the report highlighted the role of artificial intelligence in transforming the automotive industry, pushing it toward greater intelligence and smart technologies.
Environmental targets for 2018 include a 3% reduction in sulfur dioxide and nitrogen oxide emissions, and continued declines in PM2.5 levels. These goals will shape the direction of both traditional and new energy vehicle industries.
To boost consumption, the government extended tax incentives for new energy vehicles for another three years and lifted restrictions on second-hand car sales. These policies are expected to support the growth of the electric vehicle market.
In trade relations, the government aimed to open up the market further, reduce import tariffs, and promote fair competition. This includes liberalizing foreign investment in sectors like new energy vehicles, leading to increased competition and collaboration between domestic and international automakers.
Beyond these points, the report also addressed the sharing economy, state-owned enterprise reforms, and the development of private enterprises, signaling broader opportunities for the automotive industry. Through these initiatives, the sector is set to evolve and adapt to new challenges and opportunities in the coming years.
