Huaneng Beijing Thermal Power Co., Ltd. is located in the southeast of Beijing, within the Guanyintang Village of Wangsiying Township, Chaoyang District. The north side of the power plant is close to Guangqu Road and the north side of Guangqu Road. It is close to the Gaobeidian Wastewater Treatment Plant; It is Guanyintang Road; on the west is Gaobeidian Road; on the west side of Gaobeidian Road is Guanyintang Village; on the east side is adjacent to Beijing's East Fifth Ring Road. The geographical coordinates of the site are E 116°8'9′′, N 39°56'17′′.
2. Unit profile:
The second-phase gas turbine unit group of Huaneng Beijing Thermal Power Co., Ltd. is a “two-to-one†gas-steam combined cycle heating unit. Units 6 and 7 are gas turbines, and unit 8 is a steam turbine. The power generation output of Units 6 and 7 is 306.9MW. The power generation output of Unit 8 is 309.6MW. The total generating output of the unit group is 923.4MW. The overall configuration of the unit group is: 2 sets of Mitsubishi M701F4 type gas turbines, 2 gas turbine generators, 2 waste heat boilers, 1 heating steam turbine and 1 steam turbine generator; the fuel is natural gas.

Second, the scope of tender
The bidding scope for this project is Huaneng Beijing Thermal Power Co., Ltd.'s 2017 second phase of gas turbine technical supervision and management and technical services.
Duration requirements: January 1, 2017 to December 31, 2017.
Third, the bid qualification requirements
1. The bidder has an independent legal personality. An independent legal entity registered legally within the territory of the People's Republic of China has the ability to independently assume civil liability, has the right to sign contracts independently and the registered capital is not less than 50 million yuan.
2. Bidders shall have: (1) Class A and above qualifications for power engineering projects issued by the China Power Construction Enterprise Association; (2) Class A and above qualifications for power network engineering projects issued by the China Power Construction Enterprise Association; (3) National Energy The first-grade test qualifications for the installation (repair, test) power facilities permit issued by the bureau.
3. The Bidder has performed the technical supervision of a single 300MW or above thermal power generating unit for the past three years (2014-2016) (provided a scan of the performance contract).
4. The bidder should have good bank credit and business reputation, not be ordered to suspend business or go bankrupt, and the assets have not been taken over, reorganized or frozen; economic litigation has not occurred in the past three years.
5. The bidder is not in the penalty period when the competent administrative department cancels the bid qualification. In the past, there was no bad record about the bid.
6. The bidder did not have bad records of the country, industry, China Huaneng Group Corporation and its subsidiaries.
7. Two or more legal persons, parent companies, wholly-owned subsidiaries and holding companies whose legal representative is the same person may not bid at the same time.
8. This tender does not accept bids in the form of consortium.
